Pre-Employment Screenings for Library Employees

Any person to be employed by the Trustees of the Free Public Library of the Borough of Avalon in the County of Cape May, New Jersey (the “Library Trustees” when referring to the governing body, and the “Library” when referring to the legal entity) shall submit to a pre-employment screening before being employed by the Library.  The Library Director will be responsible for implementing this policy.   The Library Director has the discretion to waive the requirements of this policy for a maximum period of 30 days from the initial employment date of any applicant, if the Library Director believes it to be in the best interest of the Library to do so.
 All persons employed by the Library, regardless of their full-time or part-time status, are required to provide to the Library Director, or his or her designee, their name, address, social security number, and fingerprints in accordance with this policy.  The Library Director is authorized to exchange the applicant’s information with the appropriate governmental authorities, including, but not necessarily limited to, the Federal Bureau of Investigation- Identification Division or the New Jersey State Bureau of Identification.  Any private agency or company designated by the Library Trustees to undertake pre-employment screenings must first be approved by resolution of the Library Trustees.  An applicant shall be permanently disqualified from employment or service if the criminal history record reveals a conviction for crimes as defined in N.J.S.A. 18A:6-7.1.
 No pre-employment screening shall be performed, unless the applicant provides written consent to such an inquiry.  The Library Trustees, through its Library Director, will deny employment to an applicant if the applicant refuses to submit to a pre-employment screening.  Anyone acting as a volunteer to the Library shall be exempt from this policy, except such volunteers must provide character references to the Library Director.
 The applicant shall bear the initial cost for the background check, including all costs for administering and processing the inquiry.  The applicant shall be reimbursed upon being hired by the Library.
